Imported Motor Vehicle Registration Requirements

The most common service that a motorist is looking for is the new registration of one's new and shiny car. As listed in our list of services post, you can see there that the first service that we offer, that is, the first service that we can assist you with is the registration of your car… either for new registration or renewal of registration.. both basically has the same requirements but this post is for the requirements for registering a new car.

Imported Motor Vehicle Registration Requirements
Here are the requirements for imported motor vehicles - cars, trucks, motorcycles etc.:-

Original Invoice
Certificate of Payments of Taxes
Confirmation of CP from Registration Section C.O.
CHPG clearance
Insurance Certificate of Cover
Actual Inspection of Motor Vehicle and duly accomplished MVIR
(stencils of motor and chassis numbers must be done on the space provided for)
Early warning device (EWD)

That is the requirements needed to register a new car or vehicle that was imported from abroad.

I have no connection with the above Company, just liked their Summary of Requirements for LTO Registration of New Cars. Actually I was looking for information on this 3 Year Registration, since my Yamaha XT225 motorcycle, should have got Registered by Norkis, who sold me the Motorcycle, and the LTO who should have known such 3 Year Registration was applicable to Motorcycles over 200cc, and the XT225 is 225cc!
Hyundai got my car Registered for 3 Years, back in May 2005.
I bought a new Hyundai 'Matrix' 1.5 CRDi VGT in May 2005, and obtained the Registration Documents, and Number Plates with Registration and Insurance, valid for 3 Years.

ie no vehicle inspection, emission tests, or insurance renewal until May 2008.

LTO issues rules on 3-year registration
The Land Transportation Office (LTO) has released the implementing rules and regulations regarding the three-year validity registration scheme for brand new vehicles, set to be implemented next month.
LTO memorandum circular 575-2005 signed by LTO Assistant Secretary Anneli Lontoc stated all brand new vehicles or vehicles that are new and unregistered; motor vehicles manufactured, assembled, imported, distributed and/or sold regardless of classification by corporations or companies accredited by LTO; brand new motor vehicles regardless of classification; and motorcycles with engine displacement of above 200 cc are covered of the registration scheme.
Applicants must present an authenticated sales invoice, copy of the certificate of stock reported (CSR), Philippine National Police-Traffic Management Group clearance, certification of quality control by the manufacturers, assemblers and importers; smoke emission and roadworthiness tests, appropriate insurance policy with validity period of three years, Department of Environment and Natural Resources certificate of conformity, and valid MVIR for identification.
The rates of Motor Vehicle User’s Charge (MVUC) set forth under Republic Act No. 8794 will be collected from the owners of the units covered by the registration scheme. The minimum collection is set by LTO for three years and the maximum collection is set for three and three fourth (3 ¾) years, depending on the ending of the license plates to be issued.

03 January 2005

SUBJECT : Initial Registration Scheme for Brand New Motor Vehicles
Valid for Three (3) years.

WHEREAS, pursuant to Section 4 (d) [1], Article III, Chapter 1 of Republic Act No. 4136, as amended, the Assistant Secretary, with the approval of the Secretary of Transportation and Communication, shall have the power to issue rules and regulations prescribing the procedure for the registration of motor vehicles; and

WHEREAS, pursuant to Section 5 of Batas Pambansa Bilang 74, all motor vehicles and trailers of any type used or operated on or upon any highway of the Philippines "shall be registered with the Bureau of Land Transportation (now the LTO or Land Transportation Office) for the current year, and that the dates of annual registration of motor vehicles shall be based on a registration scheme to be prepared by the Bureau of Land Transportation (now the LTO) subject to the approval of the Minister (now the Secretary) of Transportation and Communication."

NOW, THEREFORE, and in pursuance thereto, it is hereby ordered that the initial registration of all brand new motor vehicles, as defined herein , shall be valid and effective for three (3) years from its first registration. Such initial registration shall require the Certificate of Conformity (COC), issued by the Department of Environment and Natural Resources (DENR), and the Compulsory Third Party Liability insurance policy valid for three (3) years.

1.1. Brand new motor vehicles (MVs) – refer to new and unregistered motor vehicles manufactured, assembled, imported, distributed and/or sold by corporations or companies accredited by or member/s of the following, to wit:

a. CAMPI- Chamber of Automotive Manufacturer of the Philippines, Inc.

b. TMA – Truck Manufacturers Associations

c. MDPPA – Motorcycle Development Program Participants Associations.

1.2. Brand new motor – vehicles imported by other LTO accredited vehicles

1.3. These exclude backyard – assembled and imported used motor vehicles

1.4. Motorcycles with engine displacement of 200 cc and below are likewise excluded in this Order.

2. Registration Rate – The rates of the Motor Vehicle User's Charge as set forth and imposed under Republic Act 8794 shall be collected from the owner of the covered motor vehicles for the registration of the said units.

3. Apprehension/s

3.1. Should the covered motor vehicle be apprehended within the period of its initial three (3) year registration for violation/s attributable to the motor vehicle, e.g. smoke belching or non-roadworthiness, the motor vehicle shall still be required to undergo the accessory penalty or penalties of passing the Motor Vehicle Inspection and/or Emission Tests.

4. Repealing Clause

4.1. Any memoranda or orders thereof which are inconsistent with the provisions of this Administrative Order are hereby repealed or amended accordingly.

5. Effectively
5.1. This Order shall take effect ninety (90) days after its publication in two (2) newspapers of general circulation in the Philippines or filling of three (3) copies thereof with the University of the Philippine Law Center.

HIGHIGHIGHTS OF ACCOMPLISHMENT

With the implementation of the three (3) year initial registration of motor vehicles' scheme, on the other hand, drastically affected our volume of registered motor vehicle and cases handled because most initial motor vehicle registrations are handled by district offices situated in highly urbanized areas in the country.

I bought a Yamaha XT225, brand new from Norkis, Mandaue Branch in December 2007 for Php160,000.00

So why did the LTO not Register it for 3 Years. since the XT225 is 225cc?

The LTO Branch in Talisay City (up behind Robinsons, to the right), did not even seem aware, that Motorcycles over 200cc are covered by that 3 Year Registration Ruling.

LTO, Talisay City were also trying to maintain the Registration stated Color: Green yet there was White also!

Norkis, Mandaue sorted this out. but only wanted to deal with LTO, Mandaue, not LTO Talisay City Branch.

How do I know it got sorted?

By Sending Text to 2600 and getting the following reply back:-

The Honda XR200 is196.9cc and now has Suggested Retail Price of Php131,900.00

One reason I did not buy the Honda XR200 is because it is somewhat taller (with a seat of 858mm) compared with the Yamaha XT225 having a seat height of just 31.9" (810mm), meaning I could plant both feet flat on the floor comfortably.

Another reason for choosing a Yamaha XT225 'Serow', being that Norkis were offering a 3 Year Warranty

How many spotted they got the image of the XT225 reversed?

The best reason for going with a Yamaha XT225 'Serow', is that is is simply a damn fine bike, for 'green lane' riding in the Philippines.

Made in China - no longer the same Stigma?

Some think things 'Made in China', are just cheap copies of the 'real thing' and although low price, the Quality is not there to make them reliable and/or durable?

Well, nearly 50 Years ago, many were saying the same thing about the Japanese, but now the products Japan produces, from Cars, Motorcycles to a whole range of electronic products, are recognised as being some of the best in the world.

Same is happening in South Korea, originally slated as only able to make cheap cars for example, but Hyundai Motor Company, and Kia Motors (both part of Chung Ju-yung Group in South Korea) , have invested money into making their motor vehicles extremely good value for money and with improved quality. They now offer 5 Year/ 100,000 Km Warranty, on their vehicles now. They have become the world's fourth largest automaker^[1]

It is happening in China also, much the same way as Taiwan made electronic products gained respect for quality and reliability. China now makes half of all motorcycles produced worldwide. In export markets, Chinese motorcycle manufacturers have been rapidly gaining share, especially in emerging markets in Southeast Asia and Africa.

There is a new emerging generation of Chinese Motorcycles, notably Zongshen with the new 'Cyclone' range. Zonshen teamed up with Piaggio

of Italy and makes the engines for the 'Zip' Scooter of Piaggio. They are presently in partnerships with Harley Davidson and Piaggio.^[1]

Harley Davidson selected Zongshen to partner with to get its Motorcycles into the Chinese market. Harley-Davidson in return, would share certain technology of a non-competing nature, as well as marketing philosophies and practices with Zongshen, under the contemplated agreement.

Zongshen-Piaggio Foshan Company is a joint-venture by Zongshen Industry Company and Piaggio, a leading company in this field all over the world. Piggio scooters, also Aprilia, Derbi, Gilera, Ligier, Moto Guzzi, Vespa, and Laverda.

These liasons with Motorcycle legends in the industry, are bringing about a new generation of Chinese Motorcycle.

These new 'Cyclone' range of Zongshen Motorcycles, cost about 20% more than mainstream Chinese motorcycles, but it shows in improved attention to detail, design and build quality. These motorcycles are very good value for money produts, the same way as the Hyundai and Kia are capturing increasing Market share.

Chinese Car manufacture 'Cherry' is another one to watch also!

Then there are these Chinese Mobile Phones - again with a 'stigma' for cheap copies of well know Makes/Models, but not having the same Specifications/Quality.

What most do not realise is some Chinese Phones are not copies, but designed around the likes of MediaTek Chipsets, such as the MT6235 processor

Could ZTE Be The Next HTC?

ZTE has long been associated with the very low end of the mobile phone market with the likes of the ZTE F102 or the ZTE X760 (AKA T-Mobile Vairy or Orange Vegas) gradually cementing the Chinese brand as a great entry level mobile phone manufacturer.
But the launch of the ZTE Racer might soon change this; with a selling price of £99 (excluding a compulsory £10 on PAYG at 3 UK), this touchscreen device is the cheapest Android phone on the market.

Cherry Mobile has a new phone that’s capable of handling 3 SIM cards at the same time called the Trident (Q300). Yes, this is probably the first triple-SIM phone to be marketed in the Philippines — and it’s got a TV tuner too.

Designed to look like a cross between the Nokia E72 and the BlackBerry Curve, Cherry Mobile’s Trident phone was launched just last week (July 1) with a suggested retail price of Php6,450.

I find it annoying, when I find something interesting and 'Click' on it, to then see a Pop-up advising "Sorry this is not available in the Philippines".

So your IP Address reveals what Country you are in, but may not show exactly WHERE.

You can use Proxy Servers that use an IP Address of a different Country, to try and overcome such GEO Filtering that blocks content to certain locations, such as outside the UK, or outside the USA etc.

However once the IP Addresses of known Proxy Servers have been determined, these may be put on a 'Black List' and blocked also.

With my current subscription to PLDT MyDSL (1.45MB max peak download) I do not have enough Bandwidth to watch BBC TV content in HD, as it keeps 'buffering'.

Part of the problem is that Routing to the UK, from the Philippines (using PLDT) is not very 'direct'. Connection to UK and Europe, seems to be via USA!

In 'normal' mode, I was able to watch 'Top Gear' for example, pretty much OK, with hardly any 'buffering', however. I am pleased that the use of Identity Cloaker, made this possible for me.

What might be better than Bank Time Deposits

As you might know from reading my Blog, I managed to get enough income from my life Savings, suitably deposited in Banks offering High Interest Rates, here in the Philippines.

My first Deposit was in March 2005, and just Php100,000.00 to 'test; if it worked and did pay the 20%pa tax free (as such 5 Year Savings Plans were/are exempt the 20% Withholding Tax). On my return from UK to celebrate my 50th Birthday with Family, and sort out my Private Pensions, I discovered Php1,666.67 had been paid into my Bank Account for the previous 2 months. This encouraged me to increase my Deposits, place Joint Accounts with my wife and step-daughter, and them to place Single accounts in their own names also.

We went on to repeat this, at another 4 banks, so our 'exposure' was quite high, but the risk was relatively low, as such Deposits (up to Php250,000 back then, but Php500,000 wef 1st June 2010) were Insured by the PDIC.

The PDIC had a good track record of announcing Claims Acceptance in 9 x working days or less from handover of a closed Bank, by the Monetary Board.

When the Monetary Board issued Closure Resolutions for 12 Banks in December 2008, it was not until March 2009, that the PDIC took Claims submissions for Deposits >Php100K.

From March 2009 to the end of that Year, the PDIC only managed to process and pay, just 12 of our Claims after 3-4 months then nothing for rest of that year! In 2010 we saw another 29 x Claim payments from the PDIC, but we still have 8 claims outstanding.

Whilst I have placed some funds into GreenBank, earning 6.4% Nett on Quarterly basis, I also took out a loan with them as we needed funds to pay off bills and credit cards. I also needed to risk some on Investments paying higher than 8%pa Gross.

I willl not give any details of such investment that I made, in case anyone construes this to be investment advice, something I am not qualified to give as not a licensed Financial Adviser.

I lost money on the Legacy Consolidated Plans Inc - Pre-Need Pension Plans, and still waiting to see if BP22 Estafa Court Case becomes reality. Considering several Syndicated Estafa Cases have been issued against Celso G De Los Angeles Jr, and he still not in Jail, but rather some luxury Condominium near St. Lukes Hospital, the likelihood of true Justice in the Philippines, seems remote.

Will a new Government bring about change - I hope so , but doubt it?

I am currently earning 4%pm by lending funds to a local Family Business, that imports Sugar and Rice, from Thailand and Malaysia mainly.

A Permit/License is required from the National Food Authority (NFA), to legally import Rice to the Philippines. These are not easy to obtain, but more have been issued by the NFA, Cebu in addition to those by NFA Head Office.

Getting such Permit/License requires contacts and contracts with Rice Traders in Thailand/ Malasia/ Korea, where Rice is available wholesale, much cheaper than in the Philippines.

To ease the Rice Shortage caused by last years Typhoons, and now the drought of El Nido, the Government is allowing Rice Imports to be Duty Free, to make the Rice market price as low as possible, whist this shortage persists.

Considering this Family Business, was only importing 10 Containers per month in October 2009, and now I am told it is up to 40 containers per month, you can see that this companies profits must have increased more than 4 fold (more like 6 fold, if Rice and Sugar prices have increased by 50% in that period also).

I/we are being rewarded in a profit sharing, for helping having made such increase possible with the lending of cash funds to this family business company.

Why would such a business pay 4% per month, when there must be cheaper business loans from Banks?

Good Question, and the simple answer is they wouldn't!

Unless that is such Business Loan would take several months to set up and potential profits being lost in the meantime, especially with the increase in Sugar prices towards the end of 2009 and the start of 2010. Now we have the Rice shortage giving new opportunities for profits from cheaper Rice Imports,. if you have the contacts with the Rice Traders in the likes of Malaysia and Thailand, and can secure such contract to supply. Many are being told they have to wait until 2011. The 'NFA' wont issue a Rice Import License/Permit, if you unable to deliver.

This Family Business has increased their Capitalization with the SEC to Php50M, so is a size-able company, that should be able to secure higher business loans now. I have seen the SEC Certificate, so know it has been issued recently.

Inquire with a Bank like LandBank or GreenBank, about such Business Loans - what are the requirements, how big can the loan be, and how long before such funds can be released?

I am not soliciting investments into this company, so no need to give any more information, on my investments, the 1st of which matures in June, and others July, so full 12 months we would have been receiving 3%pm for. This increased by an additional 1%pm recently, as they desperately wanted funding to pay for the extra containers (meaning additional profits). This is for a minimum of 2 months but only short term - 6 months maximum. It takes 2 months to receive a return on such a 'loan' to this company, since they have to pay out for the Rice and Sugar etc to the Trader, pay for the shipping, the clearance charges, any applicable Customs Duty and Excise Taxes, delivery Costs to the end buyers, and with most 'clients' who buy the imported Rice and Sugar etc, they get 1 months credit terms, so 2 months for this business to make profits, and offer a share of such to those 'lenders' who helped make it possible.

Even if 20% Tax is to be paid, it still better than Bank Time Deposits, although there is Risk factor however.

Those who know I lost money on that 'V8 Motorcycles and Parts Dealer' Scam, of Catherine L. Soronio, will be no doubt wondering if this is any different?

Well it is not anything to do with Catherine L. Soronio, for a start. It is a genuine Family Business that has a reputation to uphold, for it's clients that they do Business with. Any Public announcement of Checks issued by the CEO of this family business, are bouncing, will seriously damage the reputation she has built up based on integrity, honesty and trust.

This is something Soronio never established and seemingly did not care about her reputation. Perhaps she will start caring if/when an Arrest Warrant ever gets issued, by Cebu Courts, for 'Syndicated Estafa', as this is non-bailable offense. We submitted to Cebu Court in May 2009, and still no Court Case has been issued (or lowered to lesser charge).

Hulu Brings TV Shows Back To Life

TV website Hulu has been going through a lot of changes and is still finding its place in the online tv landscape, but in the area of boosting flagging network tv shows it is doing a great job.

Although speculation is rife that the hit website may be taken over by Comcast and all its premium content locked out to non paying viewers, it may be a great place to revive shows that the networks no longer want.

Existing broadcast schedules have a time slot and a desired demographic, which has conspired to make broadcast networks rather tepid and even neuter good TV.

Once a show starts flagging or dropping viewer numbers, the writing is on the wall and usually the next series is axed, and the show ends its natural life, but on Hulu previously dying shows are getting a new lease of life.

Take a look at the hit show – Terminator: The Sarah Connor Chronicles. The series premiered on Fox with good figures in January 2008, its second and last season each show averaged a dissapointing 4.6 million viewers. However on Hulu usershave ranked it in position 35 out of the sites favorites.

Another show Buffy the Vampire Slayer was struggling to get over 5 million viewers. It was killed in 2003 during its seventh season, but has come back as the number 21 most watched Hulu show.

There are many more examples that show the online tv audience are a seperate breed that can revive an ailing show or even used to judge a new pilot show. If the top shows become pay per view it could be a great way to keep existing users happy.

It may be that the networks will, instead of holding the view that the web is an extension of what they offer on standard tv, the web could be used to distribute a different kind of entertainment content and thereby allow online tv to be a positive influence instead of killing there business.

Hulu Desktop Is a Peek at the Future of TV

Everytime somebody has said that Hulu killed TV, they were exaggerating. Until now maybe. Hulu Desktop sure looks a whole lot like the future of TV.

It's a media center type of application—like Front Row or Boxee or Netflix or Windows Media Center—that gives you full access to Hulu with an Apple Remote or Windows Media remote or just your keyboard and mouse. In other words, freed from the constraints of the browser, it's like real TV. The app is beautiful, fast, easy to navigate and simply amazing—everything you'd expect from Hulu, honestly.

There are thumbnail previews that pop up as you move alongside the scrubber, like Netflix's streaming app. You can queue episodes too—you need a Hulu account for this. There are bunch of different ways to find content: via search, Hulu channels, by studio alphabetically or just through suggestions.

There are ads, but that's part of it simulating TV, no? Also, all of the usual Hulu catches do apply—only a few episodes back catalog of current shows, your favorite shows could vanish at a corporate whim, that kind of thing, which keep it from totally replacing your cable subscription for some people. That said, it+Netflix have definitely helped me live without TV for the last couple of years, though I still miss being able to flop in front of the History Channel for a couple hours on weekends sometimes.

One other small gripe so far is that the onscreen keyboard looks a bit small to punch with a remote, but ideally, you won't need it very often. It's also not a light application, as you can see:

It's available for Mac and PC, though you need a relatively modern machine (2GHz processor, 2GB of RAM and 2Mbps internet connection). There are a few more goodies at Hulu Labs as well, like time-based browsing. Hulu Desktop's definitely gotten us pretty excited, but at the very least, it's worth checking out, and makes us even more hyped for that iPhone app, since it shows Hulu's not going to stop at just one screen. I could cancel my subsciption to SkyCable if I put up an antenna, to receive the Local free TV stations that my asawa likes to watch.

We then just watch the likes of National Geographic, Discovery Channel, and Movies, etc via the Internet.

Broadband speeds are getting faster, and Service Providers like PLDT and Globe, are now bundling Landline and DSL Service in one Bill, so it getting cheaper (or higher speeds for same price as currently paying for Landline and for DSL).

There has been other such offerings of TV and Movies via the Internet, in other countries.

In the UK for example, since the introduction of Digital TV broadcasting, one has been able to watch TV Programs from the BBC through iPlayer.

The downside is of course that because of copyright issues all this content, free to UK viewers, is NOT viewable, from outside the UK! Basically they check your IP Address, and if not the UK, then they block the content.

Entertainment Television, Fox Atomic, Fox Reality, FX Networks, Golf Channel, Movieola, National Geographic, Oxygen, Sci Fi Network, SPEED, Fight Network, Style Network, USA Network and many more.

The aim of Hulu is to provide viewers with the biggest, most comprehensive range of online premium shows and movies all for free and as it has the support of most major TV networks it will become a big player in the internet TV market.

The downside is of course that because of copyright issues all Hulu’s content is viewable from the USA only. Boooooo.

Again, Hula this time, will check your IP Address, and if not a USA IP Address, then they block the content.
There are some exceptions for US Bases etc mot within the USA.

Of course for viewers outside the UK and outside the USA, there are some ways and means. Generally this is done via the use of a Proxy Server or VPN. Trouble is finding a one that is not publicly listed (since if known, can be blocked). There is software that searches for new Proxy Servers, but if you find one that works, how long for and what is the performance likely to be like, if offered for free, and many using it?

I discovered a good one for the UK, that offered 48 Hour Free Trial, I am pleased to report it was very easy to install (Toolbar for Internet Explorer), and worked successfully.

I was able to use the BBC iPlayer, without restriction, to download the first 3 Episodes of the 2nd Series of "By Any Means", and to watch Episode 4, shortly after it was broadcast, and subsequently download via iPlayer.

Whilst it works well for UK Content that is normally blocked to those outside the UK, it does demand you use Internet Explorer to install the Toolbar. It is also no good for other counties like the USA, as you can see:-

Give up on trying to watch such USA content, outside the USA, via FREE Services.

Ask yourself WHY are they offering it for FREE, if it works? Encouraged by a British friend of mine, having signed up for 6 month subscription to this IdentityCloaker he confirms it works.

So, I may well cancel our SkyCable subscription, install an Antennae for the local TV programs, and use this to watch British TV on my PC, as well as USA content from Miro and Hula feeds, hopefully.

It is the fact they have Secure Servers in several Counties (as confirmed by trialing their Software via 'Demo' login), as well as encrypted link to their Servers. They also provide VPN Service, so much better chance of working with the likes of much Miro and Hula content

How to watch internet video on your TV

This is a follow up post to my earlier post about watching internet video (Hulu and YouTube) on a TV. Since I still haven’t found a set top box that I can recommend, I thought it would be helpful to describe how to hook your PC or laptop up to your television.

If you have an older PC or laptop, and an older TV, most likely what you need is an S-video cable.
If you have a newer PC or laptop and an older TV, DVI to S-video is more likely what you need.
Lastly, if you have a new PC or laptop, and a new TV (like a flat screen LCD TV) – you probably need a DVI to HDMI cable.

Hooking up your PC to your TV can be a pain. Here is another article I found about internet set top boxes. One that looks promising that I didn’t mention before is the “vunow“. The vunow claims to offer NBC content, but I couldn’t figure out where to actually buy it – so it may not be released yet.

It seems like someone just needs to get this hardware done so we can make cable and broadcast TV obsolete.
